The European Council has adopted a new rule that requires original equipment manufacturers (OEMs) to include a removable and replaceable battery in smartphones. This means that devices, including popular smartphones like Apple’s iPhone and Android phones, must feature a battery that end-users can easily access and replace without needing specialized tools or expertise.

 

 Empowering Consumers with Self-Repair

The EU’s mandate signifies a significant win for the right-to-repair movement and offers consumers more agency in maintaining and repairing their smartphones. With easily replaceable batteries, users will no longer rely solely on manufacturers or authorized service centers for battery replacements. Instead, they can purchase replacement batteries and seamlessly swap them out when needed. This power shift enhances consumer choice, promotes cost-effectiveness, and contributes to a more sustainable approach to smartphone usage.

 

 Advancing Towards a Circular Economy

The EU’s focus on a circular economy serves as a driving force behind the mandate for replaceable batteries. A circular economy aims to maximize resource utilization and minimize waste generation by encouraging materials reuse, recycling, and repurposing. The new EU regulation includes specific targets for battery collection and recovery. OEMs will be required to collect 63% of portable batteries that would typically end up in landfills by the end of 2027. This collection target will increase to 73% by the end of 2030. Furthermore, the regulation aims to recover 50% of lithium from waste batteries by 2027, escalating to 80% by 2031. These targets reflect the EU’s commitment to reducing waste and promoting the sustainable management of battery resources.

 

 Recycling Minimums and Efficiency Targets

In addition to collection and recovery targets, the EU regulation establishes recycling minimums for industrial, SLI (starting, lighting, and ignition), and EV (electric vehicle) batteries. These batteries will need to contain certain percentages of recycled content. Initially, cobalt batteries should comprise 16% recycled content; lead batteries should contain 85% recycled content; and lithium and nickel batteries should have 6% recycled content. Furthermore, the regulation sets efficiency targets for battery recycling. By the end of 2025, nickel-cadmium batteries should achieve an 80% recycling efficiency target, while all other batteries should reach a 50% recycling efficiency target.

 

 Transition and Design Challenges

The EU has granted OEMs a grace period until 2027 to redesign their smartphones and ensure compliance with the new battery requirements. However, this transition presents significant design challenges for manufacturers. Traditionally, smartphones have been designed as “glass sandwiches” with extensive adhesive usage and challenging battery replacements. OEMs must reconsider their design approach to enable easy battery replacement while maintaining other essential features, such as water and dust resistance ratings. Striking a balance between functionality, design, and replaceability will be crucial for manufacturers to meet the requirements of the EU mandate.

 

 Global Impact and Industry Response

Although the EU’s regulation applies specifically to its member countries, its impact extends beyond Europe. Given the global nature of the smartphone market, major manufacturers like Apple, Samsung, and Google are unlikely to create region-specific models. Consequently, the changes mandated by the EU will likely influence smartphone designs worldwide. This regulation aligns with other recent EU actions, such as the requirement for USB-C ports in smartphones, which also had a global impact.
